VP HSSEC (Mining / Construction / Greenfields / Bulk Mining / Health and Safety) – West Africa

Job Description:
Develop and maintain an excellence Sustainability reputation for the Company up to IFC Performance Standards and maintain the
company License to Operate. Responsible for ensuring effective and sustainable Occupational Health & Safety, Security, Environment
and Community (“HSSEC”) management systems are implemented and maintained. This role reports directly into the CEO.
 
Responsibilities:
  • Lead the implementation of the Gap Analysis to reach IFC compliance
  • Implement the lender approved ESAP and improve existing HSSEC Management Systems
  • Maintain relationship with IESC, LESC, Consultants and Auditors and authorities
  • Coordinate the resettlement action plan (RAP)
  • Initiate, lead and successfully deliver the Livelihood Restauration Programme
  • Demonstrate an overriding commitment by effectively implementing Company HSSE Policy, Plans and Procedures and promote vision & values and Code of Business Conduct
  • Set up a Management Systems up to ISO 14001 & ISO 45001 standards
  • Lead implementation of IFC Performance Standards and lenders requirements in accordance with all ESIA, Biodiversity Management Plan, Offset strategy, …
  • Establish the HSSEC monthly, quarterly and annually reports including dashboard indicators, KPI and statistics
  • Identify and analyze the HSSEC Regulatory Requirements and compliance assessments
  • Design and implement incident, injury, and illness reduction programs and Conduct incident investigation (ICAM)
  • Establish training matrix and awareness programs
  • Implement safety meetings, pre-start meeting, JHA, Take 5, toolbox meeting, safety observation process
  • Conduct regular internal and external audits & inspections
  • Implement the health exposure risk profile, control and monitoring program
  • Crete, review and implement HSSEC Policy, Plans and Procedures
  • Establish and manage HSSEC budgets
  • Interface with local authorities, local law enforcement and government representatives
  • Identify and analyses risks and implement HSSEC risk mitigation measures. Maintain an updated the Risk Register
  • Communicate policy, plans and procedures to employees and contractors and ensure that they are understood and complied with.
  • Roll out of HSSEC programs and initiatives e.g. Driving Safety and Licensing, Fit for Work, drug and alcohol testing
  • Ensure all employees and contractors are appropriately inducted in the applicable HSSEC rules and they are required to comply with, prior to commencing any work with the organization.
  • Conduct regular audits of activities, projects, contractors and equipment to ensure compliance with all standards.
  • Preparation and training scenarios for crisis and emergency management
  • Ensure that any corrective actions from incidents, audits or safety observations process are closed out
  • Participate actively in the EXCO
  • Maintain high security standards and emergency responses
  • Solid experience in the construction activity sites
 
Requirements: Qualification and Skill
  • Master Degree in Occupational Health, Safety and Environment
  • Significant experience (15 years) in an HSSEC role, including identification, development and successful execution of effective plans which improve HSSEC performance
  • Must be fully bilingual – French and English
  • Solid understanding of IFC Performances Standards and EPs
  • Solid understanding of OHSAS 18001 & ISO 14001 Systems implementation and auditing experience
  • International mega-projects experience
  • Open-pit mining experience and greenfield project and Solid experience in the construction
  • Experience in Africa, in West Africa will be an advantage
  • Experience in remote location
  • Successful experience in dealings with government agencies and local communities
  • Experience in outsourcing and management of contractors. Strong experience PMC/EPCM
  • Solid understanding of construction Haulage Road, Port, Plant and Mining operations
