Role Overview
The Program Officer (PO) will provide programmatic leadership and project oversight in the areas of VMMC Project under a U.S. Centers for Disease Control (CDC)-funded voluntary medical male circumcision (VMMC) project in South Africa. The project aims to make VMMC available to males aged 10-34 in KwaZulu-Natal and Western Cape provinces in South Africa, and in alignment with local, provincial, and international normative standards.
The position will operate under the leadership of the Project Director and the senior management team and will oversee and ensure the technical and methodological soundness of all programmatic activities under the VMMC project. In collaboration with project team and partners, including CDC, the National/Provincial Departments of Health (N/PDOH) and District Health Management Teams (DHMTs), the position will support the design and implementation of strategies to implement a safe high-quality VMMC project based on scientific evidence.
The PO plays an active role in planning, implementation and monitoring of VMMC program activities. The PO also contributes to new business development, developing work plans, tracking implementation against the work plans, and tracking expenditures against budgets. As needed, the PO coordinates the negotiation of sub-agreements with partners and monitors the implementation of these sub-agreements, including tracking that appropriate technical assistance is provided to sub-grantees, that activities are implemented according to the agreed upon timeline, and that reports, both narrative and financial are submitted in a timely fashion. The PO actively contributes to documentation and reporting of program achievements and knowledge sharing. The PO ensures appropriate information sharing among admin, program, technical and M&E teams of the project(s).

Client Description: Our client is an international, non-profit health organization, for 40 years and in over 155 countries, they have worked to prevent the needless deaths of women and their families. Currently, they have approximately 3,600 employees worldwide working in 40 countries. Key areas of activity include HIV/AIDS, malaria and other infectious diseases, family planning and reproductive health, maternal and child health, cervical cancer detection and treatment, non-communicable diseases, nursing and midwifery, gender, innovations, and health systems strengthening.  They are supported by a variety of funders, including the US Agency for International Development (USAID), Centers for Disease Control (CDC), the Bill and Melinda Gates Foundation, UNITAID, and others.
Duties & Responsibilities:
  • Represent the organisation in South Africa at external meetings as needed, and be able to articulate the goals, objectives, activities and status of the relevant program area(s).
  • Develop and maintain excellent relationships with colleagues, donors and other partner organizations.
  • Ensure compliance with organizational and donor policies, rules and regulations.
  • Support the development of program annual work plans, including coordinating the drafting process.
  • To ensure effective implementation of activities, work closely with technical team leaders, the Project Director, Finance Manager and the headquarters program management team to track program implementation and fund utilization. Coordinate weekly program support team meetings to review tasks, share workload across teams and facilitate planning.
  • Ensure appropriate program support and management of sub agreements and other contracts with local partners. Coordinate the development of sub-agreements scopes of work and budgets, in consultation with the Technical, M&E and Finance teams and the relevant sub-grantee.
  • Provide oversight and coordination for the process of procurement of key program related supplies and equipment, by liaising with the operations team. With the guidance of the technical and district teams, provide Operations Team with an annual procurement plan and follow status of the purchase regularly. Assist to ensure that procurement follows company and USG policies and regulations.
  • Assist district teams with the development of program budgets.
  • Work with Finance staff to prepare financial projections and work with technical team leaders to adjust activity plans as needed.
  • Assist with the preparation of planning and tracking reports with the headquarters-based program management team, contribute to internal reporting as required.
  • Provide coordination and leadership for the completion of program reports, liaising closely with technical team leaders and M&E Team. Assist SMT by editing and formatting of report documents, success stories and other program and technical deliverables.
  • Ensure that technical and program resources, such as training packages, progress reports, job aids, etc. are appropriately catalogued and filed in a place that is accessible to all.
  • Ensure the correct branding in implemented according to the N/PDoH, donors and company guidelines.
  • Coordinate and ensure that trip reports from all local and international activities and trips are submitted appropriately reviewed and disseminated with program stakeholders and filed. Ensure that appropriate travel approvals are received in line with donor and organizational policies.
  • Ensure appropriate information sharing within the technical and program teams, and with the M&E and Finance and Administration teams.
  • Support M&E team to track indicators for relevant program area as well as progress against meeting deliverables and targets.
  • Ensure that M&E activities for relevant programs are properly budgeted.
  • Contribute to preparation of submission for new or additional funding
  • Support Program team in the preparation of proposals as needed (gathering intelligence, collecting support documents, editing, etc.).
  • Report potential new business development opportunities to the Country Representative
  • Any other task requested by the project leadership.
  • Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
Education & Experience Required:
  • MPH or equivalent advanced degree or bachelors plus 2 year’s additional work experience can supplant advanced degree
  • Preferred: 5 years’ experience at PO level at progressively increasing responsibility
  • Proven experience successfully managing small or medium public health projects by at least 2 different types of donors, (one USG donor preferred). 
  • High quality reports submitted on time to donors. 
  • Provide budget inputs and develop and/or review budgets
  • Expenses routinely tracked and countries supported to stay within budget
  • Experience successfully leading activities across almost all project phases
  • Proven experience successfully supporting NPD
  • Served as program lead on at least 2 proposals – including budget inputs
  • Successfully served as proposal writer on at least 2 smaller proposals
  • Strong understanding of at least 3 technical areas the organisation works in.
  • Knows financial management/generally acceptable accounting principles/internal controls
  • Able to develop and monitor a budget
  • Knowledge USG rules and regulations
  • Strong understanding of at least 3 technical areas the organisation works in.
  • Preferred: Office 365 with strong Word, Excel, PowerPoint, SharePoint, Team Sites
