Job description:
To formulate & position the value chain, operating model & framework for the Office of Chief Officer – DIST function within a broadly defined organisational strategy, by leading & managing the administrative, operational and governance functions as well as setting the strategic direction of the office, manage the interface between the office & internal & external stakeholders on matters requiring attention of the C or CO, in order to enable horizontal alignment, implementation and adoption.
 
Responsibilities:
  • Manage the Office of the Chief Officer in accordance to the relevant policies and procedures, including any other statutory provisions.
  • Prepare and coordinate the strategic and performance plan for the division, its related budget and monitor expenditure.
  • Accountable for providing leadership for best practice implementation and maintenance of the Chief Officer's division’s business planning initiatives.
  • Provide a framework to ensure monitoring guidelines and standards are met within the Chief Officer division.
  • Review and action Internal Audit findings for the Chief Officer Division.
  • Manage and resolve all queries within the Office of the Chief Officer.
  • Lead the development, implementation and monitoring of an integrated governance management framework for the division which includes the risk, governance and internal control management strategy.
  • Deliver and execute compliance initiatives that supports the company’s integrated risk control frameworks and supports organisational and divisional objectives.
  • Conduct business area specific research by applying best practice research methodologies across a range of research disciplines.
  • Generate periodic and routine detailed reports containing analytics and metrics on the feasibility and implications of changes to organisational and divisional strategy.
  • Ensure delivery of organisational and divisional specific programmes and projects through a standard approach which is aligned to best practice.
  • Lead high level planning and scoping sessions for divisional projects and interventions and establish effective oversight and control mechanisms.
  • Provide research leadership by managing and promoting collaborative and interdisciplinary research for the division.
  • Provide leadership in identifying new strategic initiatives of potential value to the Division and oversee related research and analysis activities.
 
Governance
  • Monitor legislative and regulatory changes and drive the alignment of governance, risk and compliance frameworks.
  • Ensure the consolidation of the risk profile for the area of accountability, manage critical risks and ensure feedback integration.
  • Provide professional input in the preparation and quality assurance of divisional reports, submissions and approvals.
 
People
  • Develop clear human capability and accountability frameworks within own area in support of people management strategies.
 
Finance
  • Ensure that the own area's strategy is adequately budgeted for through the development and implementation of a requisite budget.
 
Client
  • Define and influence relationships and service level agreements made with internal and external stakeholders.
 
Compliance:
  • Security Clearance: GOC Secret
 
 
Qualifications and Requirements:
  • Honor’s degree (NQF 8) in Information Technology; Commerce; Management ; Business Administration  or related field
  • 12 - 15 years' experience in an IT and business administration and/ office support environment
  • 4 - 6 years’ experience at a senior management level

  • Activate sequences in consultation with the Regional Administration Officers.
  • Ensure that administrative and departmental procedures and guidelines are adopted, applied and complied with in all transactions.
