Deputy Commercial Director (local / Congolese / English / french) - DRC

My client has a successful operating mine in the DRC They are currently seeking to employ an experienced Congolese Deputy Commercial Director responsible for providing leadership, support and direction for the management team, as well as, day-to-day management of the Finance, IT, HR, Supply Chain and Analytical functions for the organization. Providing support to the operations group, focused on planning, implementing and managing the functions, Develop and lead the execution and monitoring of the departments plan, Seek to add value by continually improving the business and its cost effectiveness
  • Works with the General Manager and management team to proactively eliminate financial and legal risk to the organization and its board members
  • Ensures that the organization has adequate insurance and is up to date on all statutory remittances, and engages in the services of legal counsel when required
  • Ensures that all programs and activities meet legislative requirements in the international regions in which it operate, board policies and directions and funding body criteria
  • Ensures that the organization’s assets are protected
  • Ensures that appropriate HR, financial and IT systems, infrastructure, policies and procedures are developed to support the implementation and evaluation of the organization’s strategies
  • Prepares and presents reports including financial budgets and financial narrative reports for the review of the General Manager and management team – on a monthly basis
  • Review, draft, implement and monitor internal controls and financial policies and procedures
  • Develops, implements, adheres to and monitors compliance to internal financial controls to ensure that the organization is protected from risk
  • Develops the annual budget with respect to the requirements of the functions for the organization
  • Supports the Managers in the development of annual budgets or cost models for the various strategic initiatives
  • Develops annual budgets for the review and approval of the General Manager
  • Performs financial analysis, forecasting, reporting and monitoring the achievement of goals and the use of financial resources
  • Complete applications for suppliers and vendors and maintain accurate and complete reporting by establishing effective accounting systems and procedures for all initiatives and remote offices
  • Monitor the effective purchasing, payment of invoices, and expense reporting in remote virtual offices
  • Manage bank transactions including wire transfers and keeping track of signing authorities
  • Ensure that the company’s use of its ERP system, “IFS” is maximised
  • Develops, updates and maintains HR related files and HR Information Systems
  • Responsible for the proper development, administration and of information systems that connect staff
  • Review or update supply chain practices in accordance with new or changing environmental policies, standards, regulations, or laws.
Requirements: Qualification and Skill
  • 3 - 5 years prior experience in a similar role with a producing mine and size of organization
  • 3 - 5 years experience in general financial and administrative management, in particular in the development, monitoring and reporting on the financial status of the organization
  • 10 years experience in HR, organizational administration, Supply Chain and IT and managing staff members
  • Experience reporting to a General Manager and a board
  • Post-secondary education obtaining a Business Degree or MBA
  • Completion of a recognized accounting qualification recognized in US, UK, Canada or Europe
  • Courses or certificates in financial management, supply chain, HR and IT are considered an asset
  • Strong financial management acumen; knowledge of accounting procedures and protocols, budget administration and financial forecasting, analysis and reporting
  • Knowledge of federal and provincial legislation affecting companies in the DRC
  • Strong experience by having worked in producing mines
  • Excellent written and oral communication, presentation and negotiation skills
  • Excellent written communication skills in French and English
